If you’re dual-booting XP and another OS on one system and you want to boot the machine with certain options set (e.g., Safe mode with network support), you have to reboot the computer, wait for the boot menu to display, press F8 within the timeout period, then select the options you want. To simplify the process, you can use XP’s Msconfig with a -4 switch to easily set boot options at the next reboot. The command displays the available options (e.g., base video, MAX Memory), and you simply select the options you want to set. After you set the options and click OK, the system will prompt you to reboot the machine.
For example, you can be working in the first OS and use Msconfig to reboot your system without having to quickly press the F8 key and set the options you want. After you boot into the second OS, you need to run Msconfig –4 and reset the boot options by clearing the check boxes for the options you previously set; otherwise, every time you reboot, the options will still be set.
The Msconfig shortcut will appear on your Start menu.
How to open msconfig
After running the msconfig command, a System Configuration window should open, similar to what is shown in the picture below.

General tab
The General tab is the default tab in the System configuration and shows how the computer starts. By default, Normal startup should be selected. If you’ve changed any of the settings in the Boot tab or disabled any programs or services from starting up, the Selective startup will be selected. When the operating system uses Selective Startup, it gives you a reminder notification that Selective Startup is being used.
Boot tab
The Boot tab is an option added later into the System Configuration utility (Windows 98 and XP have boot.ini). This tab lets you make the same adjustments you can make in the Windows boot.ini file without editing the file. You can adjust additional settings in Advanced options, such as the number of processors to use during boot, maximum memory, and other debug options.
Services tab
The Services tab lets you enable or disable any Microsoft Windows services or other program services you have running on the computer. Check the “Hide all Microsoft services” box at the bottom of the window to only see non-Windows services such as driver services and program services. Unchecking a box disables the service from starting.
Startup tab
In Windows 8, Microsoft has removed this feature in the System Configuration utility and moved it into the Windows 8 Task Manager.
Tools tab
The Tools tab gives you quick access to all the Microsoft Windows tools. For example, you can access the Event Viewer tool by selecting the Event Viewer option in the tool name list and clicking the Launch button.

Safe mode (in some builds known as clean start, fail-safe mode, minimal services boot; also known as safe boot in NT-based versions) is a recovery feature of Microsoft Windows which allows to start the operating system in a light-weight configuration. It enables only the most essential services and drivers, whose list is stored in the registry, and forces the default basic video driver, which makes it useful for troubleshooting driver and configuration issues. The main difference between Windows Recovery Environment and safe mode is that while the recovery environment is a Windows PE distribution stored on a separate partition and is accessible as long as the boot manager is functional, safe mode operates on the main Windows installation and requires the core system components to be intact and functional.
The mode was first introduced in Windows 95, but it was not included in NT-based versions at first. Instead, Windows NT only offered an option to use the last known good configuration to start the system, which would load a backup copy of the HKEY_LOCAL_MACHINESYSTEMCurrentControlSet key that was used for the last successful boot. A conventional Safe Mode boot option was first added in Windows 2000 and has since then been supplemented by the inclusion of the Windows Recovery Environment since Windows 7.
Additionally, the system bumps down the screen resolution on Windows XP and earlier to the usual VGA size (640×480), due to it loading the standard display drivers, whereas from Vista to 8.1 it uses a higher resolution of 800×600. Windows 10 and later use a resolution of 1024×768 that, however, can be set back down to 800×600.
Lastly, visual styles are disabled until Windows 7, forcing the use of the Windows Classic theme. However, thanks to the sidebar, pre-reset builds of Windows Longhorn have a themed taskbar. Since Windows 8, where the Windows Classic theme can no longer be set, the default theme is utilized, but effects such as animations and window shadows are disabled. In Windows 11, due to the enforcement of the standard display drivers, rounded corners are also not utilized.

Windows 7 and Windows Vista
To get into the Windows Vista and Windows 7 Safe Mode, as the computer is booting, press and hold the F8 key, which brings up the Choose Advanced Options screen shown below. Use your arrow keys to move, highlight Safe Mode, and press your Enter key.
On some computers, if you press and hold a key as the computer is booting, a stuck key message occurs. If this occurs, continuously tap F8 upon startup rather than holding it.
Trouble Getting into Safe Mode – If, after several attempts, you cannot get the Windows Advanced Options Menu screen to come up by pressing F8, turn off your computer while it is loading into Windows. When the computer is turned on the next time, Windows notices the computer did not successfully boot and displays the Safe Mode screen below.

To get to the Windows 2000 and XP Safe Mode, as the computer is booting, press and hold F8, which brings up the Windows Advanced Options Menu screen shown below. Use your arrow keys to move to highlight the Safe Mode option and press your Enter key.

If done correctly, a “Windows 98 Startup Menu” or “Windows Me Startup Menu” screen, similar to the example below, should appear. In this menu, choose option 3 by pressing 3 and press Enter.

Could Windows ME handle universal serial bus (USB) devices well?
